PROCUREMENT SERVICES

PROCUREMENT ADVISORY

DOMESTIC TERMINAL RETAIL UPGRADE PROJECT   

BAC required to services of a specialist writer to develop a project requirements document that was aligned with their tender, contract documentation, and had the appropriate references to other BAC standards and reference documentation. The project requirements document needed to define all activities required to be completed by the Contractor. Two revisions of the document were produced, one for tender pricing, and the second issued for construction. The deliverable was delivered on time and under budget.

DEVELOPMENT OF SECURITY SERVICES SPECIFICATION   

R2S was engaged to develop a Security Services specification in accordance with Seqwater guidelines to achieve best value and fit for purpose specification documentation to present to market. The main aspects of scope for this engagement  included: Identify, engage and lead discussions with internal stakeholders in order to gain a strong understanding of Seqwater’s security requirements for the next three (3) to five (5) years; work with key stakeholders to draft a clear and concise specification, develop qualified and quantifiable KPIs, and develop specification documentation and schedules.

DEVELOPMENT OF CLEANING SERVICES SPECIFICATION   

R2S was engaged to develop a Cleaning Services specification in accordance with Seqwater guidelines to achieve best value and fit for purpose specification documentation to present to market. The main aspects of scope for this engagement  included: Identify, engage and lead discussions with internal stakeholders in order to gain a strong understanding of Seqwater’s Cleaning requirements for the next three (3) to five (5) years; work with key stakeholders to draft a clear and concise specification, develop qualified and quantifiable KPIs, and develop specification documentation and schedules.

PROCUREMENT POLICY AND GUIDELINES 

As a newly formed Statutory Body in April 2017, the Cross River Rail Delivery Authority (The Authority) engaged Resource2Source to review and develop commercial (yet compliant) procurement and contract management policies, guidelines, processes and templates for ‘non-project’ procurement activities that would facilitate the smooth delivery and operations of the Authority, across three phases:

Phase 1 – Project Establishment & Discovery

Phase 2 – Project Delivery

Phase 3 – Project Implementation

By utilising RESOURCE2SOURCE, within six (6) weeks, the Authority had their own fit for purpose procurement policy, guidelines, processes and templates tailored to meet their commercial needs, yet compliant with the Queensland Procurement Policy 2017.

SIGNIFICANT PROCUREMENT PLANNING- HAMILTON NORTH SHORE CIVIL CONSTRUCTION PROGRAM

R2S were engaged to develop the Significant Procurement Plan and Tender Evaluation Plan template for the 2015/16 construction program tenders on behalf of EDQ. The documentation produced by R2S was approved and the procurement activities were completed successfully.

HAMILTON NORTH SHORE CIVIC PARK LAND DEVELOPMENT PROCUREMENT SERVICES 

R2S were engaged to provide procurement support during the evaluation phase of the transaction for the Hamilton North shore Civic Park Site. The scope of the role included: evaluation facilitation; coordination of specialist advisors; preparation of evaluation reporting for approvals. The evaluation support was delivered successfully and under budget.

DEVELOPMENT OF SIGNIFICANT PROCUREMENT PLAN (SPP) FOR NON-CAMPAIGN  MASTER MEDIA SERVICES

R2S was engaged to develop and deliver a Significant Procurement Plan (SPP) that provided options for the future of the non-campaign master media arrangement. R2S was able to deliver a comprehensive SPP, in accordance with client time frames and quality requirements, to support the subsequent tender process. The SPP was developed to achieve the best outcome for the Department for these services.

DEVELOPMENT OF THE SUPPLY CHAIN POLICY AND PROCEDURES MANUAL (LATTICE ENERGY)

As a new subsidiary of Origin Energy, Lattice Energy required its own systems and procedures for the management and governance of its supply chain function that was tailored to the size and specific requirements of Lattice Energy’s organisation. R2S was engaged to undertake a review of Origin’s exiting supply chain manual, rules, procedures, and processes and develop a fit for purpose system to be use by Lattice Energy going forward. R2S was able to deliver the project over 3 weeks, one week ahead of schedule.

DEVELOPMENT OF PROCUREMENT STRATEGY, TENDER AND CONTRACT DOCUMENTS FOR THE HEYTESBURY PIPELINE DECOMMISSIONING PROJECT

Origin Energy required the support of an experienced procurement firm to develop a procurement strategy and supporting tender and contract documentation to decommission a legacy asset in Victoria. There were several complexities to consider including: Origin’s project team, and key suppliers being located in Queensland while the project was located in Victoria; consideration of regulatory requirements; and the remoteness of the project. R2S was successful in developing the strategy for approval by Origin management and delivering tender documentation to the Origin Procurement team to conduct the tendering activities. Due to the success of the initial engagement Origin increased R2S’s scope of work to include commercial evaluation of the tender, and ongoing contract management of the decommissioning works for the duration of the project.

DEVELOPMENT OF CLEANING SERVICES SPECIFICATION, PROCUREMENT STRATEGY AND REMUNERATION STRUCTURE 

R2S were engaged to develop a procurement strategy, service level specification and associated tender documentation for the SCC to use in its approach to market for its council wide Cleaning Services category. The services undertaken by R2S in this project included:  stakeholder engagement, Benchmarking, Development of a Specification and Pricing Schedule, and a Strategic sourcing strategy. The SCC project team were able to use the strategy in the approval process within council, the various recommendations enabled council to select the one which best suited its responsibility to obtain cleaning services for the best value for money taking into consideration the engagement of local businesses and resources.

PROCUREMENT DELIVERY

PROCUREMENT DIRECTOR

The Cross River Rail Delivery Authority (CRRDA) required an experienced procurement firm to provide a senior procurement professional to both oversee and deliver procurement related project activities for the CRRDA team. R2S provided one of our Directors as a dedicated resource to provide the required procurement services.

PROCUREMENT AND CONTRACT REPORTING SUPPORT (DEPARTMENT OF EDUCATION) 

R2S provided a dedicated resource, who was placed in the General Goods and Services team, capable of undertaking the required tendering exercises with minimal orientation. Using R2S’s dedicated resource the General Goods and Services team was able to appropriately manage the influx of new procurement activities which otherwise would have caused delays for their customers. In addition to the general tendering responsibilities, the placed resource became involved in the improvement of reporting processes for the Contract Management team and successfully re-engineered their data receipt to output process which allowed the contract managers to save time and effort on executing their reports.

TRAINING MANAGEMENT SYSTEMS ICT PROCUREMENT PROJECT  (DEPARTMENT OF EDUCATION) 

R2S provided one of its procurement consultants into the role ICT Procurement Specialist to provide Contract Management support to the Training Management System (TMS) project. R2S successfully supported the Department’s ICT Category Team to implement effective contract management and were subsequently engaged on an ongoing basis to manage the contract throughout the complete contract term.

ICT STRATEGIC SOURCING MANAGER

R2S were engaged by Origin energy to provide an experienced ICT Strategic Sourcing Manager to support the ICT procurement function in the delivery of high value and complex IT procurement and contract management. The key project for this engagement was the negotiation and development of commercial arrangements for the outsourcing of development and implementation of a data hub across Origins gas business. Due to the complex legal structure across competing business units and joint venture entities, and legal issues relating to privacy, confidentiality, IP and competition law this contract was considered a high-risk activity for Origin. R2S was able to achieve a high quality outcome that satisfied the complex technical, commercial, and legal issues facing the project.

PROCUREMENT SUPPORT-Q- CONTRACTS TRANSITION PROGRAM

R2S was engaged to provide a procurement resource to assist in the migration of contract data and information into the new Queensland Government Contract database.

SENIOR ICT PROCUREMENT SPECIALIST 

The Metro North Information Technology (MNIT) strategic sourcing team required an experienced senior ICT Procurement Specialist to lead multiple complex and high-value procurement processes. R2S was able to provide two separate senior ICT procurement consultants with demonstrated experience on contemporary procurement processes over the course of the contract to meet MNIT’s requirements. Due to the ongoing performance of R2S personnel the contract all extension periods have been taken up.

OUTSOURCED VEHICLE ANCILLARIES PROVIDER TENDER

R2S were engaged to deliver the end-to-end procurement process for the engagement of a fully outsourced vehicle ancillary’s provider, to provide fit-out requirements for all police vehicles in Queensland.

SANTOS GLNG OUTSOURCED PROCUREMENT PROGRAM

Santos Ltd engaged R2S to plan and implement operational contracts during Santos’ transition from construction phase to operational phase on their upstream (coal seam gas exploration and production) and downstream (LNG processing and export) business units on their $18.5 Billion GLNG project. The objective of this engagement was to deliver end to end procurement processes, seek approval, plan and run tendering activities, and negotiate and award contracts for >$500 million worth of goods and services over a 12-month period. The packages ranged from general goods and services, to highly complex multi-currency high-value high-risk agreements. R2S team consisted of specialist project management and procurement resources (L1-L4 equivalent) to deliver this engagement and complete the scope on time, in budget, and with the benefit of $50M in negotiated savings to the client.

SCOTIA CF1-GAS FACILITY PROJECT 

R2S was engaged to undertake the procurement strategy, procurement planning, and tendering activities for the ~$500M Gas Facility and associated infrastructure.

LEAD NEGOTIATOR

R2S were engaged as the lead evaluator and negotiator for the LNG plant maintenance contract which included a combination of fixed-price, schedule of rates, and reimbursable, including a reduction of plant and equipment rates aligned with capital right-downs to ensure the client benefitted from tax advantages experienced by the supplier. The services were procured via sole source negotiations due to the technical nature of the services and the requirement to have it performed by the OEM organisation. Negotiated savings from submitted offer to contracted offer were ~10% resulting in a multi-million dollars saving to the client.

TRANSACTION MANAGEMENT

TRANSACTION MANAGEMENT SERVICES (DEPARTMENT OF INNOVATION, TOURISM, INDUSTRY DEVELOPMENT AND THE COMMONWEALTH GAMES) 

R2S have been engaged to provide Transaction Management Services to the Special Projects Unit, part of Queensland Government’s Global Tourism Hub strategy to deliver world class tourism infrastructure in Cairns, Australia. R2S’s role in the project was to manage the approach to market and transaction for the development opportunity.

GOLD COAST PARKLANDS LAND DEVELOPMENT (DEPARTMENT OF INFRASTRUCTURE

R2S provided full procurement support services for the two-stage procurement process to support a major land sale in the Gold Coast which included: Evaluation plan development; Development of evaluation criteria and weightings; Development of evaluation scoring methodology and matrix; Probity management; Evaluation management (organise and oversee evaluation team meetings); Negotiations with the preferred tenderer; and Evaluation report drafting. R2S provided proactive support throughout the project, delivering all key document deliverables on time and to a high standard. The Department was satisfied with the quality of services provided and has since reengaged R2S for services on other development projects.

CONTRACT SEPARATION ACTIVITIES FOR MAJOR DIVESTMENT PROJECT

Origin energy required the support of an experienced procurement and contract management firm to support a $1.5 billion divestment project. The key objective of the project was to have business units within the Origin Group separated into two separate companies allowing the new standalone company (Lattice Energy) to be ready for sale via IPO or to commercial investors. R2S provided a team of specialist procurement, contract, and commercial resources to deliver the project in 3 capital cities (Brisbane, Sydney, and Adelaide). On behalf of Origin R2S successfully negotiated >150 contract novation, >800 PPSR security transfers, close-out of >20 Bank Guarantees to allow both entities to trade independently of each other.

CONTRACT SEPARATION ACTIVITIES FOR MAJOR DIVESTMENT PROJECT

Origin energy required the support of an experienced procurement and contract management firm to support the contract separation activities required for the sale of Origin’s gas metering business Acumen via a trade sale to commercial investors. R2S provided resource support for ICT and Fleet and Contracts which were successfully closed out prior to the sale of Acumen.

CATEGORY MANAGEMENT

CATEGORY MANAGEMENT PLANNING 

Origin Energy required the services of a specialised procurement consulting firm to undertake category analysis, to identify the category structure and develop the Category Plans for the Origin Integrated Gas Materials and Services Supply Chain teams.  R2S delivered the plans, within a tight time frame and to the satisfaction of a range of internal stakeholders.

CATEGORY MANAGEMENT TRANSFORMATION PROJECT

Santos required the services of an experienced procurement consultant to support the transition and implementation of a Category Management approach to supplier and commodity management. R2S’s dedicated responses were responsible for cost analysis, category strategy input, contract planning, management of change, transition of existing contracts, stakeholder engagement with technical stakeholders, and management of the staff assigned to each category team.

CONTRACT MANAGEMENT AND ADMINISTRATION

CONTRACT MANAGEMENT OF CRITICAL SERVICES FOR THE GOLD COAST 2018 COMMONWEALTH GAMES 

R2S was engaged to provide procurement contract management services for Gold Coast 2018 Commonwealth Games. The main contracts to provide support were catering, cleaning and waste, corporate hospitality, and broadcasting. The scope of services delivered included: development of stakeholder and vendor relationships, management and mitigation of commercial and contractual issues, liaise with contract owners to ensure  corporate governance and probity (GOLDOC and QLD Govt.), contract performance reporting, commercial and contract reviews, negotiations, sourcing activities, and claims management. All the contracts were managed successfully and to the satisfaction of the client with no delay or disruption to the games.

TRANSITION PHASE CONTRACT MANAGEMENT 

Origin Energy required the support of an experienced contract manager to assist all projects with pre and post project contract management and the alignment of contracts to the requirements of a major pipeline asset sale. R2S were able to effectively meet client requirements through providing a dedicated resource, who was responsible for: Driving and supporting the pre-award process; Leading the post-award management of contracts; Providing day-to-day direction to the Contract Owners on all contract management matters; Facilitating the day-to-day operations of Contract Management systems and processes; Supporting the Contract Owner with navigation of the Supply Chain Source to Award process; Developing and maintaining the Contracts Plans for the projects, and overarching strategy for the portfolio of projects; Ensuring compliance to the contract management processes; Ensuring robust changes and claims management process;  Championing successful management of change practices; Liaising with internal legal as required to determine key areas of concern relating to the portfolio contracts in pre and post award phases. The asset sale achieved higher than anticipated sale price and the transition services period concluded successfully.

PROBITY SERVICES

HAMILTON NORTH SHORE CIVIC PARK LAND DEVELOPMENT (DEPARTMENT OF INFRASTRUCTURE

EDQ required probity advisory service for a major development of 2ha of riverfront land in the Brisbane suburb of Hamilton. This was a multi-phased tender process incorporating early works design engagements, site visits and comprehensive project development workshops.

YEERONGPILLY VILLAGE GREEN (DEPARTMENT OF INFRASTRUCTURE

In 2014, the Queensland Government, in partnership with Brisbane City Council (BCC), finalised the planning framework to deliver a Transit Oriented Development (TOD) on the former Animal Research Institute site at Yeerongpilly. A TOD is a planning concept that promotes the creation of well-designed and sustainable urban communities focused around transit stations. R2S was engaged to provide a full suite of probity services in support of the 2 phase EOI and RFP process for the 14ha, $850M Yeerongpilly Green development agreement.

REMORA ROAD UPGRADE (DEPARTMENT OF INFRASTRUCTURE

The existing roads at Northshore were originally built to service the area’s industrial uses and are no longer suitable for the up and coming residential, commercial and retail uses. EDQ was responsible for delivering $24 million road upgrade project which will see Harbour Road, Hercules Road, Remora Road and MacArthur Avenue upgraded to include four-lane, sub arterial roads with upgraded footpaths, cycle tracks, street lighting, two new signalised intersections, road resurfacing and boulevard planting. R2S successfully provided probity services throughout the whole tender process.

HAMILTON NORTH SHORE WHARF DEMOLITION (DEPARTMENT OF INFRASTRUCTURE

R2S successfully provided probity advisory services for the procurement of a wharf demolition contractor for the Hamilton Northshore Priority Development Area. The approach to market was an open tender. R2S also provided additional support for the resolution of disagreements with the procurement outcome from a tenderer involved in this process.

HAMILTON NORTH SHORE CIVIL CONSTRUCTION WORK PROGRAM (DEPARTMENT OF INFRASTRUCTURE

Queensland Government, acting through EDQ as the master developer of the Hamilton Northshore Priority Development Areas was responsible for major earthworks and roadworks. R2S was engaged to provide a full suite of probity services for EDQ’s construction program 2015-16 construction program comprising 5 separate tenders of varying complexity.

PALM ISLAND SPORTS PRECINCT REFURBISHMENT WORKS (DEPARTMENT OF INFRASTRUCTURE

The Palm Island Regional Liveability project facilitates and delivers catalyst projects that promote economic development and enhance liveability in the Aboriginal community of Palm island. The project focuses on improving the lives of approximately 5000 Indigenous residents, increasing employment opportunities on the island and paving the way for a better future through the delivery of four economic development initiatives. R2S successfully provided probity advisory services for the redevelopment of the Palm Island sports precinct. The tender was a single-phase open market tender.

‘THE VILLAGE’ TOWNSVILLE 

R2S successfully provided probity advisory services for a major land development in Townsville, named ‘the Village.’ This was a multi-phased tender process with tier 1 developers and a range of internal stakeholders workshops.

ALDOGA RENEWABLE ENERGY PROJECT (DEPARTMENT OF STATE DEVELOPMENT, MANUFACTURING, INFRASTRUCTURE AND PLANNING)

The procurement process was undertaken over 3 stages comprising, market sounding (incl. one-on-one interviews with proponents, EOI, and Select List Request for Proposal). The Aldoga Solar Farm, a proposed 250MWAC solar photovoltaic (PV) facility, is to be located approximately 20 km north-west of Gladstone on the central Queensland coast. R2S successfully provided a full suite of probity advisory services for this commercial transaction to identify a suitable organisation for the Development, Operation, and Lease rights for this project with all probity issues being avoided.

LOVE FOOD, HATE WASTE GRANTS PROGRAM 2017-2020

R2S successfully provided probity advice to the Technical Review Committee tasked with assessment and determination of funding allocations to grant applicants. Advice provided for 3 grant programs, over 9 individual rounds over 3 years.

ORGANIC MARKETS DEVELOPMENT GRANT PROGRAM

R2S successfully provided probity advice to the Technical Review Committee tasked with assessment and determination of funding allocations to grant applicants.

RECYCLING RELIEF FUND GRANTS PROGRAM

LV MAINTENANCE AND TEST AND TAG OPEN TENDER

R2S successfully provided probity advisory services for the procurement of a LV maintenance and test and tag contractors for the Sydney trains network. The tender was released as a single tender with both packages being split, evaluated and awarded separately. R2S guided Sydney Trains through this process from a probity perspective and supported Sydney Trains to achieve the objectives of the tender.

St JAMES TUNNELS REVITALISATION PROJECT EOI

St James Station is a state-owned heritage asset built in the 1920’s and situated in the heart of Sydney CBD below the city ’s iconic Hyde park. Within St James Station are four unused rail platforms totalling ~1,725sqm; and a network of underground tunnels that extend north underground beyond Martin Place and to the State Library. Sydney Trains engaged R2S to provide a full suite of probity services during the EOI process.

BYRON BAY LAND SALE, AUDIT AND ADVICE ON A COMPLETED PROCESS

Transport for NSW intended to take-over a land divestment process undertaken by third party agents of TfNSW. R2S was engaged to undertake a probity audit of the process undertaken and provide recommendations to TfNSW for the resolution of the process in accordance with probity principles and the NSW procurement policy. R2S successfully completed this engagement which enables TfNSW to proceed with minimal risk of further probity issues arising.

TOWNSVILLE STATE DEVELOPMENT AREA ACCELERATION PROJECT 2 STAGE PROCUREMENT PROCESS (EOI & RFP)

In June 2018, the Coordinator-General acquired approximately 810 hectares to support the acceleration of the Townsville SDA, a key commitment of the Townsville City Deal. R2S has been engaged to provide a full suite of probity services for the land development transaction, including support during one-on-one interactive workshops with proponents.

STRATEGIC PROCUREMENT AND PROBITY ADVISORY SERVICES GOLD COAST PARKLANDS

EDQ required transaction and probity support on for the development of lot 8A in the 29-hectare Parklands Priority Development Area (PDA), within the 200-hectare Precinct, is the site for the Gold Coast 2018 Commonwealth Games Village. R2S provided full procurement and probity support services for the two stage procurement process including: sourcing strategy development, release of EOI and RFP documentation, evaluation plan development, tender management (addendum, tender box facilities, secure tender opening), probity management, evaluation management (organise and oversee evaluation team meetings), contractor negotiations and evaluation report drafting. 

JUNEE LAND SALES

Transport for NSW required the support of a specialist probity advisor firm to support the disposal of land parcels no longer required along the rail corridor. R2S successfully provided probity services in relation to a land divestment process.

BUILDER PANEL CARSELDINE URBAN VILLAGE, 2 STAGE EOI & RFP

The Carseldine Urban Village site is a prime parcel of underutilised state land in the Fitzgibbon Priority Development Area (PDA). The renewal of the 45 hectare site is expected to be completed in four stages over four to six years, delivering some 900 homes for approximately 2000 residents as well as commercial and retail spaces, catalysing investment in the local community. R2S was engaged to provide a full suite of probity advisory services during this process.

WOODLANDS, ANDERGROVE (STAGES 7 & 8) CIVIL CONTRACTOR PROCUREMENT

The Andergrove Priority Development Area (PDA) was declared on 23 April 2010. It is approximately five kilometres north of Mackay’s CBD, bordering the suburb of Beaconsfield. The 22 hectare site includes the Mackay Regional Council’s (MRC) Bedford Road works depot. The Queensland Government, through this department and MRC, are developing the site as part of a joint venture to redevelop the site into a residential community. R2S successfully provided probity advisory services for the procurement of a civil earthworks contractor for civil and development infrastructure works.
